Video of the arrest has been circulating on social media, which has triggered protests and allegations of racism and racial profiling.
SiRT is an independent body whose mandate is to investigate police actions that may have led to serious injury or death, or when those actions may raise a significant public interest.
The Police Act requires the director to file a public report within three months of the completion of the investigation.
