The Atlantic Association of Universities say work-to-rule is keeping student teachers out of the classroom, violating a section of the Education Act.
Fiander, a Yarmouth high school teacher, says he's disappointed.
"It's very disappointing that they take that view. They apparently are missing the idea that we're fighting for better education for all our students
It adds to the complexities and make an extra challenge into the mix."
NSTU president Liette Doucet issued a statement yesterday saying that they asked universities in December for their contingency plans but haven't received any.
