The Council to Improve Classroom Conditions has released its final report.
They recommend hiring 139 teachers at a cost of $7.3 million in order to reduce class sizes and give students extra support.
The council suggests capping the number of students in junior high at 28 and at 30 in high school.
Other recommendations include: providing grants to help schools who don't meet provincial standards in math and literacy, eliminating and streamlining school board and provincial assessments, as well as coming up with an attendance policy to make students more accountable.
The council has earmarked $9.3 million of its first year's $10 million budget to meet these recommendations.
